The first hundred days are visible, then Year 1 lays the spine that everything else depends on. No commitment that needs Phase 2 to begin is allowed to skip Phase 1.

Service Charters published for the top 100 citizen services. Day-0-100 Deep Clean of four cities (full 7-10 day closure of each). Recall mechanism gazetted. State Manufacturing Catalog seeded. KSSL day-1 architecture stood up.
JANATA Phase 1 + Open Ledger pilot

Universal free coverage
Universal free coverage of all unforeseen and serious medical conditions across the full diagnostic-and-treatment stack — at every district hospital and tertiary hub — for every Karnataka-domiciled resident, no means test. Elective + lifestyle care remains paid.
Complete build
All 31 DHEC campuses operational · KAI at full operating scale (~2,000-3,000 students) · all 31 district museums + 400-500 local thematic taluk museums opened · all 7,000 community libraries upgraded · KPB at full programming maturity in all language coverage.

How we make sure Year 6 happens.
A 10-year build inside a 5-year electoral term is only credible if the institutional architecture survives whoever wins next. Six mechanisms make that possible.
Statutory establishment
Every major institution is established by Karnataka State legislation, not executive order. Acts drafted in Year 1 protect institutional life across electoral cycles.
Multi-year capital tranches
The first 5-year capital tranche is appropriated by the Legislative Assembly in Year 2 and cannot be re-purposed without legislative amendment.
Cross-cycle governance terms
