SectorsChapter 18 · ಸಮಾನತೆ

Access alone fails. Measure outcomes.

Where Chapter 16 owns participation and access — who is in the room — Chapter 18 owns outcomes equity: how outcomes compare across groups, how reparative measures close historical gaps, and how anti-discrimination enforcement reaches results, not just complaints. 'Equal access' does not satisfy this chapter; 'equal outcomes after audit' does.

Equity is the test that gets applied after access has been granted. And the test where most policies quietly fail. Karnataka publishes outcome gaps by district, by gender, by income proxy, by disability status — and acts on them with structural rigour.

Equity Beyond Access
The problem we solve

The structural failures in Equity Beyond Access.

Access is not enough if outcomes remain unequal. Two residents may both 'have access' to a Karnataka government school or hospital, but the quality and the result differ drastically by district, by caste, by gender, by income proxy, by disability status.

Education outcome gaps

Foundational learning, transition rates, post-school destinations — vary widely across districts and social groups within the same district.

Health outcome gaps

Maternal + child outcomes, NCD control rates, life expectancy — track to caste, income, geography in ways documented but rarely actioned.

Employment + asset gaps

Outcome gaps in employment, asset ownership, wealth — durable inheritances of historical disadvantage.

Measurement is rare

Karnataka rarely measures these gaps systematically. Without measurement, structural response is impossible.

Reparative is treated as charity

Reparative measures without time-bound design + sunsetting criteria become permanent low-resource programmes.

Equity is the test that gets applied after access has been granted — and the test where most policies quietly fail. Karnataka makes the test public and the response structural.

The architecture

Five operating commitments. Equity Cross-Cut on the Outcome Budget.

Karnataka implements Equity by Outcomes — publishing gaps, targeting resources where the gap is largest, guaranteeing service floors, linking jobs + procurement to inclusion where lawful, and designing reparative measures with sunset criteria.

1
Publish outcome gaps
By district, by gender, by income proxy, by disability status, by other lawful categories — across education, health, employment, asset ownership, safety.
H.199–H.203
2
Target resources to the gap
Outcome Budget carries an equity cross-cut. Equity-tagged share of programmatic spend published year on year.
H.204–H.207
3
Minimum service standards
Education, health, water, safety — below which no district, no block, no group is allowed to fall. Delivery floor, audited.
H.208–H.210
4
Jobs + procurement linkage
Local hiring, SHG procurement, vendor diversification — where lawful, with outcomes published, not just the policy.
H.211–H.213
5
Reparative measures with sunset
Programmes designed to close a specific historical gap, with criteria for sunsetting once the gap is closed. Time-bound by design.
H.214–H.216
F
State Equity Commission
Structural oversight — audits whether reservation outcomes materialise in admissions, hiring, contract awards. Triggers gap-closing programmes where they do not.
Vol I Sec. 4.2
Equity audits on the cryptographic floor
Survival-essential entitlements, marginalised-group programme uptake, demographic-disparity audits all flow through KSSL. Anchoring prevents departments from quietly under-counting marginalised-group access. Annual equity audits by the Independent Audit Board.
How it shows up for you

Three operating loops.

Three loops that turn outcome equity from a slogan into operational discipline.

Gap-detection + response loop

Measure, target, monitor, adjust.

1

Outcome data per service per district per group → equity dashboard.

2

Gap detection against published targets → targeted programme designed and resourced.

3

Outcomes monitored quarterly → adjustments published.

4

District Inclusion Coordinator + Mission Control own the operating cadence; State Equity Commission holds structural oversight.

Service-floor loop

Floor as binding commitment.

1

Minimum service standards defined + published for priority services.

2

Audit on a published schedule → districts falling below the floor trigger automatic response package.

3

Re-audit until the floor is met.

4

The floor is a binding commitment, not a target.

Anti-discrimination outcome loop

Pattern is the evidence.

1

Pattern detection across grievances (L4 trigger).

2

Structural audit by the Grievance Justice Authority.

3

Published findings → remedy applied.

4

The pattern is the evidence, not the individual complaint.

Implementation roadmap

Equity cross-cut in the first budget. Outcome gaps measured + closing by Year 5.

The Outcome Budget equity cross-cut goes in the first Karnataka budget after the result. State Equity Commission constituted in 100 days.

0–100 days
  • Outcome Budget equity cross-cut included in first budget
  • Karnataka State Equity Commission Act tabled
  • Baseline outcome-gap survey commissioned
  • Service-floor standards drafted + published
Year 1
  • State Equity Commission Act enacted; SEC operational
  • Baseline outcome gaps published per district + per group
  • Service-floor audit baseline in 10 districts
  • Reservation-outcome audit cycle 1 published
Year 3
  • Outcome gaps closing on 5 priority services
  • Service-floor audit statewide; remediation packages where below floor
  • Reparative-measures cohort 1 with published sunset criteria
  • Equity-tagged spend ≥10% of programmatic budget
Year 5
  • ≥50% of outcome gaps reduced against baseline
  • Service-floor met in 100% of districts on priority services
  • Equity-tagged spend ≥15%; trend transparent
  • Pattern-detection audits across grievances quarterly
Year 10
  • Outcome equity embedded as operating discipline
  • Karnataka exports its outcome-equity model under open licence
  • Reparative cohorts sunsetted where criteria are met (success metric)
  • Reservation-outcome match published annually; gaps structurally closed

Why this can't quietly be reversed

Why Equity Beyond Access can't quietly be reversed.

Outcome equity is structurally hard to maintain across electoral cycles. Six mechanisms protect against rollback.

Outcome Budget cross-cut statutory

Equity-tagged share published

Equity cross-cut in the Outcome Budget Act. Cutting equity-tagged spend triggers Vidhana Soudha review automatically.

State Equity Commission insulated

Statutory independence

SEC with fixed-term chair; civil-society + retired-judiciary members. Cannot be replaced mid-term; structural audit findings published.

Service floor binding

Audit-triggered remediation

Service floor in statute; districts falling below trigger automatic response package; re-audit until met. Not a discretionary target.

KSSL anchors equity audits

Under-counting detectable

Marginalised-group programme uptake anchored on KSSL. Departments quietly under-counting marginalised-group access is mathematically detectable.

Independent Audit Board oversight

Annual equity audit, public

Civil-society Independent Audit Board audits equity outcomes annually. Findings public; remedial action triggered.

Reparative with sunset criteria

Time-bound by design

Reparative cohorts have explicit sunset criteria. A successful reparative programme ends; failure to design sunset is itself a design failure.
