The People's Model (TPM) — ಜನ ಮಾದರಿ — is a Karnataka-wide governance platform built around five non-negotiable commitments: a single state operating spine; outcome budgeting and open contracting; state capacity over contractor dependency; a 24/7 governance engine; and digital rights as default.
